HSA Constitution

Saint Francis de Sales Catholic School

Article I-Name

The name of this association shall be the St. Francis de Sales Home and School Association herein referred to as the H.S.A.

Article II-Objectives

The objectives of this Association shall be:

  1. To provide a structure within which the school community can assist the administration in creating a Christian environment that fosters the moral, educational and physical growth of students.
  2. To promote the active participation by parents in all aspects of their children's education and welfare.
  3. To secure resources for auxiliary programming, services and materials that enrich the educational experience of the children.
  4. To provide a forum for discussion and expression of specific needs of the school.
  5. To foster communication between the school, teachers, and parents.

Article III-Respect for School Policies

The Home and School Association shall respect and adhere to the established school policies and practices as set forth by the Diocese, the pastor and the principal.

Article IV-Membership

Membership shall consist of parents and guardians of the students attending St. Francis de Sales School and current members of the faculty. The Pastor and Principal are ex-officio members of the Association.

Article V-Officers

Section 1 - The elected officers shall be president, vice-president, secretary and treasurer.

Section 2 - These officers shall be elected in the spring of the year.

Section 3 - The term of office for President and Vice President shall be one year. However, at the time of nomination and election, the Vice President will agree to serve as President in the year immediately following, resulting in a total service of two years.

- The President has the option of continuing as Past President for an additional year.

- The terms of office for Secretary and Treasurer shall be two years. No more than two consecutive terms can be served.

- ONLY if an election will result in all four officers being replaced simultaneously, the H.S.A.Board reserves the right to adjust one officer’s term for up to one year. No more than four consecutive years may be served by any elected office.

- After an absence of one year, a former officer may rejoin the Executive Board by following the regular nomination and election process.

Article VI-Amendments

This constitution may be amended by a two-thirds vote of the members present and voting, provided the amendment(s) have been submitted at least 15 days prior to the meeting and published in a school notice.

BY-LAWS

Article I-Officers

Section 1 - The President shall preside at the meetings of this Association and of its Executive Board, appoint the chairpersons of committees, coordinate the work of the officers and committees of the organization in order that the Objectives may be promoted; and perform such duties as are incumbent of this office, the President is the ex-officio member of all committees

Section 2 - The Vice President shall act as aide to the President and perform the duties of the President in the President's absence or inability to serve, and such duties as are assigned to this office by the President.

Section 3 - The Secretary shall keep the minutes of all Association general meetings and meetings of the Executive Board, and distribute them in a timely manner to the Executive Board, provide a summary of the general meetings to the general membership, and send and maintain all correspondence.

Section 4 - The Treasurer shall prepare the annual budget, along with the Executive Board, receive and deposit all dues and other monies of the Association, keep an accurate account of receipts and expenditures, present a written financial report at each meeting, and shall pay all authorized bills through the Business Manager of the Parish.

Any expenditure over $500.00 must be approved by the Executive Board.

Article II - Dues

Membership dues in this Association shall be set each year by the Executive Board.

Article III- Executive Board

The Executive Board shall consist of the President, Vice President, Secretary, Treasurer, Pastor, Principal, and a Teacher Representative. These persons shall have responsibility for the Association's business affairs, review of committee reports, and implementing the Objectives of the Association.

Article IV - Meetings

The scheduled general membership meetings shall be decided by the Executive Board. The Executive Board shall meet in August to finalize the H.S.A. budget and the annual calendar of events, and at least once between each of the general membership meetings.

Article V - Committees

Section 1 - Committees shall be created by the Executive Board as deemed necessary to promote the Objectives and carry out the work of the H.S.A.

Section 2 - Standing Committees may include, but not limited to, the following:

Activities - shall organize school-wide activities which include Back to School Night, Catholic Schools Week, charitable activities to help those in need of assistance, and educational assemblies for students.

Auction - shall be responsible for all aspects of the Auction.

Communications - shall be responsible for facilitating communications among the school, students, and families.

Family Social Nights - shall make arrangements for family activities.

Homeroom Mothers - shall select homeroom mothers to assist teachers as needed, and plan and run social events for faculty and staff.

Library - shall solicit volunteer assistance for the school librarian and organize activities geared towards encouraging the love of reading.

Programs - shall arrange for programs for general H.S.A. meetings.

Publicity - shall publicize the events of the school and H.S.A. as requested by the Principal and the committee chairpersons as directed by the President.

Safety - shall coordinate carpool drop-off and pick-up procedures, supervise playground safety and maintenance.

Section 3 - Committee chairpersons will be appointed by the Executive Board. These volunteer positions will be reviewed annually and will be held by members in good standing of the H.S.A. An officer may also chair a committee.

Section 4 - All committee communications to be provided to the school community must be approved by the H.S.A. President and School Principal prior to distribution to the membership.

Section 5 - Committee chairpersons will be responsible for submitting general plans for the execution of their particular committees' role prior to Executive Board approval. A final written account of all committee activities shall be compiled and submitted to the Executive Board 30 days following the completion of the project. The report will include the general description of the activity, recommendations for the following year, and financial statement with all monies counted and verified by the Treasurer.

Article VI-Nominations and Elections

Section 1 - The members of the Nominating Committee shall be appointed by the Executive Board, and announced by the President two weeks before the final meeting of the school year. This committee shall consist of at least three members, one of which is the Principal. No paid staff person shall be on the Nominating Committee.

Section 2 - The Nominating Committee shall prepare a slate of one or more candidates for each office. Only those consenting to serve shall be nominated.

Section 3 - Elections shall be conducted by written ballot at the last meeting of the school year. Nominations may also be offered from the floor with the consent of the nominee, prior to the final ballot.

Section 4 - The Nominating Committee shall conduct the annual elections, count the ballots and report same to the chairperson of the meeting, who at one reports the results to the Association.

Article VII-Rules of Order

Section 1 - All meetings shall be conducted according to Robert's Rules of Order, Revised when not inconsistent with this Constitution and By-Laws.

Section 2 - The H.S.A., not being a policy making organization, shall accept any suggestions made at a general meeting concerning a modification of established school policies and practices and refer them to the proper authority.

Article VIII - Quorum

Section 1 - The quorum of the Association meeting shall consist of a simple majority of those present.

Section 2 - The quorum of the Executive Committee shall be a majority of the members of that committee.

Article IX - Amendments

These By-Laws may be amended at any meeting by a two-thirds vote of the members present and voting, provided notice has been given in writing at least 15 days prior to the meeting and published in a school notice.
